Woman charged twice with high-range PCA offences on Australia Day – Operation Safe Return

Police are continuing to see risky-driver behaviour on Day 3 of Operation Safe Return with one woman stopped twice by police and charged with successive high-range PCAs and another allegedly caught drink-driving with a child in the car.
The high-visibility policing operation began on Friday (24 January 2020) and concludes at 11.59pm tonight (Monday 27 January 2020) and is targeting drink-and-drug-driving among other poor driving behaviour.
About 6.50am (Sunday 26 January 2020), police stopped a black Toyota Aurion on James Street, Redfern and subjected the 26-year-old female driver to a roadside breath test, that returned a positive result.
The woman allegedly returned a breath analysis reading of 0.163. Police also observed three young adult passengers inside the vehicle, despite the woman holding a P1 licence.
Her licence was suspended, and she was issued a Field Court Attendance Notice for high-range PCA and an infringement notice for not display P-plates.
Just before 7.30am on the same morning, police observed the 26-year-old woman driving southbound on Regent Street, Redfern. She was stopped and participated in a second roadside breath test that allegedly returned a positive result.
She was arrested and taken to Mascot Police Station where a subsequent breath analysis allegedly returned a reading of 0.153.
The woman was charged with drive with high-range PCA (second offence) and drive motor vehicle while licence suspended.
She was granted conditional bail and is due to appear at Downing Centre Local Court on Monday 2 March 2020 for all charges.
Later in the day at 11.25am, officers attached to Traffic and Highway Patrol Command were conducting stationary road side breath testing on New South Head Road, Bellevue Hill when they stopped a 49-year-old woman driving a Range Rover SUV with a 5-year-old passenger inside.
The woman, from Potts Point, was after returning a positive result to roadside breath test. She was taken to Waverley Police Station where she underwent a breath analysis which allegedly returned a reading of 0.086.
She was issued with a Future Court Attendance Notice for mid-range PCA to appear at Waverley Local Court on Tuesday 18 February 2020.
Traffic and Highway Patrol Commander, Assistant Commissioner Michael Corboy, reminds the public that this type of driving behaviour will not be tolerated by police.
“It is alarming to see the number of people getting behind the wheel while under the influence of alcohol, endangering not only themselves but their passengers and other people on the road.
“Do not make the mistake of pushing yourself while driving over the weekend. Know your limit, take your time, take a break and look after people around you.”

  • Around 3.30am, police stopped a 41-year-old woman on Parkes Street in Wellington, near Dubbo, where she participated in a roadside breath test, returning a positive reading. She was arrested and taken to Wellington Police Station where a breath analysis returned a reading of 0.214. She will be issued a Court Attendance Notice and appear at Dubbo Local Court on a later date.
  • At 5.30pm, a 37-year-old man was observed failing to stop at a stationary roadside breath test on Henry Lawson Drive, Georges Hall. He was stopped by police nearby on Haig Avenue and submitted to a roadside breath test that returned a positive reading. He was arrested and taken to Bankstown Police Station where a breath analysis allegedly returned a reading of 0.210. He was issued a Future Court Attendance Notice to appear at Bankstown Local Court on Thursday 27 February 2020.
  • At 5.30pm, a 21-year-old man with a UK driver’s licence was stopped for a roadside breath test on Bessemer Street, Mittagong where he allegedly returned a positive result. He was taken to Southern Highlands Police Station where he allegedly returned a breath analysis reading of 0.253. He was issued a Field Court Attendance Notice for drive with high-range PCA and will appear at Moss Vale Local Court on Tuesday 3 March 2020.

TRANSPORT TICKETING TECH HITS 30 MILLION JOURNEYS

Millions of commuters are taking advantage of contactless payments when taking trains, trams, buses and ferries across the Opal network.
Acting Minister for Transport and Roads Paul Toole said a major milestone had been reached with more than 30 million journeys taken using debit or credit cards, or linked devices, since the first trial on the Manly Ferry in 2017.
“The NSW Government is powering ahead with more innovative payment options for those using our Opal network as people continue to move away from cash, and even more recently cards,” Mr Toole said.
“We know digital wallets are becoming more common, so being able to pay a fare with a mobile phone or smart watch is just another added convenience for commuters.
“Rolling out contactless payments is an Australian-first innovation and is one of the biggest advancements in ticketing technology in generations, with around 1.5 million journeys paid for without an Opal card in an average week.”
Mr Toole said while new payment options were growing in popularity among commuters, there was still demand for pre-loaded Opal cards.
“It’s easier than ever to pay for public transport and through our innovative payment platforms we’re aiming to create more digital products including the digital Opal card which we plan to roll out in a trial phase in 2020,” Mr Toole said.
“This follows the activation of contactless payments on all public transport modes on the Opal network, and introducing the same fare and travel benefits of an Adult Opal card last year. Transport for NSW continues to offer Opal cards.”

BUSHFIRE DISASTER STATE MEMORIAL

Premier Gladys Berejiklian and NSW Rural Fire Service Commissioner Shane Fitzsimmons today announced a State Memorial for those impacted by the recent bushfires to be held on Sunday, 23 February at Qudos Bank Arena at Sydney Olympic Park.
Ms Berejiklian said the event will give members of the public from across NSW an opportunity to come together to recognise the lives lost, the sacrifices made and to think of those directly impacted by the fires.
“We will pay tribute to the brave firefighters who lost their own lives protecting the lives and properties of others,” Ms Berejiklian said.
“I know that many members of the public, the RFS, and emergency services personnel will want to come together as families and communities work their way through this unbelievable loss.
“There will be a separate opportunity for us to formally thank our volunteers and emergency services workers in the near future.
“In the first instance it is important for us to acknowledge the ultimate sacrifices made and to move forward together on the path to healing and rebuilding.”
Commissioner Fitzsimmons said the service will pay special tribute to those firefighters and emergency services personnel who lost their lives.
“NSW has, and continues to face, the most difficult and dangerous bushfire season in history,” Mr Fitzsimmons said.
“While we have seen tragedy, we have also seen the best of the community, working together to help each other when it matters most.
“This is especially true for those firefighters who have worked so hard to protect communities.”

NEW ONE-STOP SHOP CUSTOMER CARE SPECIALISTS FOR BUSH FIRE AFFECTED COMMUNITIES

Bush fire affected families and businesses can now access all available assistance being offered by local councils, the State Government and Federal Government, through the NSW Government’s new Bush fire Customer Care program.
Deputy Premier and Minister responsible for Disaster Recovery John Barilaro said the one-stop shop service, administered by Service NSW, would connect affected people with a Customer Care specialist, who can check their eligibility for assistance and help them access it.
“These bush fires have devastated communities and livelihoods. People’s lives are already stressful enough, which is why we have created this new service that cuts through red tape and helps people access support as quickly as possible,” Mr Barilaro said.
“Once a specialist has identified eligible assistance across all layers of government, they will then do the heavy lifting to make it happen.
“This service will also meet another emerging need, by matching people with the many charities which have raised money from generous Australians.”
Service NSW is working in partnership with fellow state agencies, local government and the Australian Government.
The Customer Care specialists will operate like case managers and connect bush fire affected customers with services and support information including:

  • Accommodation advice;
  • Relevant charitable services;
  • Mental health and wellbeing services;
  • Support for businesses;
  • Clean-up services;
  • Financial assistance;
  • Insurance and legal support;
  • Replacing lost ID; and
  • Volunteer RFS and SES payments.

​Mr Barilaro said the specialists will also assist business owners who have been hit hard.
“Businesses are often the lifeblood of a community and we are here to help owners and operators get back on their feet,” Mr Barilaro said.

BACK TO SCHOOL ADVICE NOW JUST A CLICK AWAY

Parents preparing their children for the new school year will now have personalised advice at their fingertips, with the NSW Government today announcing a new online hub of quick, reliable back-to-school information.
Minister for Education Sarah Mitchell said the ‘Back to School Hub’ holds a suite of information to make it easier for parents to get specific advice they need for their children.
“As a mother myself, I know I had a lot of questions before my daughter started kindergarten, so I wanted to make sure we had advice available on every aspect of school preparation for parents like me right across the State,” Ms Mitchell said.
“We have information ranging from practical things like stationery, uniforms and lunches, to advice about what is expected in terms of study and behaviour, and how to prepare students to be safe online.
“We know that parenting is a juggle, so we wanted to make this advice as easily accessible as possible.”
Ms Mitchell added that there is a tailored section on the Back to School Hub for the many families impacted by the recent bushfire season.
“We know that back-to-school preparations have probably been the last thing on the minds of those affected by the fires – so we have made sure to provide access to useful information to accommodate for these families after what has been a very traumatic time.”
Other advice available to parents includes a NSW Government school calendar, emergency information about what to do in bushfires or adverse weather, advice on how to get involved in the school community, healthcare and immunisation guides, reading lists and support on how to help students with their mental health.
“I am confident the Back to School Hub will help parents be fully involved in ensuring their children are thoroughly prepared and looking forward to the new school year,” Ms Mitchell said.

FORMER OLYPMIAN JOINS 2020 INTAKE OF JUNIOR DOCTORS

One of Australia’s greatest athletes, Jana Pittman, is one of 47 interns to join Blacktown and Mount Druitt hospitals today as part of the 2020 intake.
Health Minister Brad Hazzard visited Blacktown Hospital to welcome the recruits, who are part of a record 1027 interns that will start work in NSW public hospitals this year.
“I want to congratulate Dr Pittman and her colleagues and wish them every success as they start their medical careers at this state of the art facility,” Mr Hazzard said.
“Blacktown and Mount Druitt hospitals have had a $700 million expansion and as a result, these JMOs will benefit from world class mentors in world class surroundings.
“Dr Pittman had many wins as an athlete but swapping her running spikes for a stethoscope is a win for patients, and I thank her and the entire JMO class of 2020.”
The NSW Government is investing $107 million in the internship program this year.
Since 2011, intern positions in NSW have increased by 257 or 33 per cent. Interns rotate through metropolitan, regional or rural hospitals, as well as General Practices.
NSW guarantees intern positions to all domestic medical graduates of NSW universities, and provides internships to many graduates from interstate universities.
Blacktown and Mount Druitt hospitals’ medical services director Brett Gardiner said Western Sydney Local Health District hospitals will welcome 130 interns this year.
“Our interns will have the opportunity to undertake roles in emergency, surgery and general medicine in a new hospital where the well-being of new recruits is a priority.”
Jana Pittman is a dual Olympian, two-time world champion and four-time Commonwealth Games gold medalist. She has spent the past seven years juggling three children, work and study and is ready to hit the hospital ground running.
“I loved my athletics career, representing Australia was gold, but I hope my future in medicine will be even better,” Ms Pittman said.
“It’s one of those things where you think you’re never going to get there, but it shows that if you persist with something you love, then it just might happen.”

Netball NSW welcomes Valour Sport to Family

Immediate small business support for bushfire affected communities

In response to the devastating bushfires, the Morrison Government has today announced a comprehensive suite of measures to immediately support impacted small businesses.
This initial package responds to the needs expressed by small businesses on the ground and at the small business roundtable last week which saw chambers of commerce from fire affected regions, the Australian Chamber of Commerce and Industry and the Council of Small Business Organisations Australia come together with the Government to discuss the impacts of this natural disaster on small business.
This comprehensive package will make it easier for those who have suffered direct fire damage, or have been indirectly economically impacted following the bushfires, to get back on their feet.
This package deals with the challenges we know small businesses in these areas are facing, and will continue to face. Our immediate priorities for small businesses include grant funding, concessional loans, tax relief, a dedicated and single contact point to help them access the support that is available, and financial counselling services that are targeted to help small and family business owners deal with the emotional and financial challenges they face.
Grant funding
To build on the disaster recovery grants put in place by state governments, the Federal Government will provide top-up grants to eligible small businesses and non-profit organisations under the Disaster Recovery Funding Arrangements.
This program is uncapped and means that businesses and organisations that have sustained damage as a result of the fires can access up to $50,000 in grant funding (tax free).
Concessional loans
As well as extra support announced already for families and communities to help keep spending in local stores, the Federal Government wants to ensure small businesses have cashflow to run their operations.
The Federal Government will boost the value and concessions for small business loans, also on offer to farmers, primary producers and non-profit organisations, under the Disaster Recovery Funding Arrangements.
To provide maximum flexibility for eligible businesses, loans of up to $500,000 will be offered for businesses that have suffered significant asset loss or a significant loss of revenue. The loan would be for up to 10 years and used for the purposes of restoring or replacing damaged assets and for working capital.
The loans will be available with a repayment holiday of up to two years, with no interest accruing during this period. The subsequent interest rate would be set at 50 per cent of the ten-year Commonwealth government bond rate (currently around 0.6%).
The Government will be seeking the agreement of the states to provide these loans under harmonised, consistent terms and eligibility criteria.
Dedicated, single contact point
The Government will deliver $3.5 million to establish the Small Business Bushfire Financial Support Line as well as to fund 10 additional financial counsellors with the ability to provide advice to around 100 small businesses a day.
We want to ensure small businesses have access to the information that they need, when they need it. The Support Line will be staffed by small business specialist financial counsellors who will be able to provide information on the assistance and support available to small businesses in bushfire affected regions.

The Commonwealth will also provide support as required to Recovery Centres that are being established by the states in fire-impacted regions. These Centres will be a one-stop-shop for small business owners and operators to ensure they have access to immediate expert support.
Local economic development plans
The Federal Government will work with local and state governments, business groups and other community organisations to develop Local Economic Recovery Plans.
These plans will be locally developed and locally-led to ensure the focus in each community is on the infrastructure and assets they need to rebuild.
Tax relief
The Commissioner of Taxation has agreed to provide a range of assistance measures to businesses in identified bushfire-impacted postcodes to help to alleviate cash flow pressures and assist these businesses with their recovery efforts.
In particular, taxpayers in impacted postcodes will now have until 28 May 2020 to lodge and pay business activity statements and income tax returns. Impacted businesses that pay their Pay-As-You-Go Instalments quarterly are also allowed to vary these instalments to zero for the December 2019 quarter and claim a refund for any instalments made in the September 2019 quarter.
These measures will assist small businesses with much-needed cashflow support during this difficult time.

NSW GOVERNMENT INVESTS $42 MILLION TO LOWER IVF COSTS

Women seeking fertility treatment can now apply for a $500 rebate under the NSW Government’s $42 million election commitment to cut costs for IVF services.
Health Minister Brad Hazzard said the NSW Government is also expanding publicly supported IVF services in three public hospitals, making fertility treatment much more affordable for up to 6,000 women.
“The NSW Government’s commitment of $42 million over four years will dramatically cut out-of-pocket expenses for women struggling to conceive,” Mr Hazzard said.
“Fertility treatment can be a long, expensive and emotionally difficult process so I hope that this extra support will give women more choices and ease the financial burden.”
NSW publicly supported IVF clinics will be expanded at the Royal Prince Alfred Hospital, Westmead Hospital and the Royal Hospital for Women, increasing access to lower-cost IVF treatments.
The NSW Government will also establish Australia’s first state-wide fertility preservation service at the Royal Hospital for Women, providing cancer patients with the greatest hope of having a family in the future.
Out-of-pocket expenses at some clinics for IVF can cost $5,000 or more per cycle but will now be significantly reduced at NSW publicly supported clinics as a result of this initiative.
Women can lodge a claim for the $500 rebate for pre-IVF fertility testing taken from 1 October 2019.
NSW residents can claim the rebate regardless of where in Australia they received the fertility test via Service NSW.
IVF pre-screening tests are used to understand the cause of the fertility problem and inform whether a woman is likely to experience a positive result and go on to conceive a baby.
One in every 22 Australian babies are now born via IVF – about one in every classroom.

NSW GOVERNMENT COORDINATES BUSH FIRE CLEAN-UP

The NSW Government will coordinate the clean-up of residential and commercial properties destroyed by bush fires this season, at no cost to residents, so they can start rebuilding and communities can begin healing.
Deputy Premier and Minister responsible for Disaster Recovery John Barilaro said work is already underway to clear insured and uninsured properties.
“The threat of bush fire is far from over this summer, but we need to help people across the State to rebuild and recover as quickly as possible,” Mr Barilaro said.
“The NSW Government will shortly appoint major contractors to do the clean-up, who will be encouraged to engage local contractors wherever possible.
“This work will include containment and removal of asbestos contaminated bush fire impacted materials, removal of all dangerous debris, including destroyed materials and hazardous trees and removal of concrete slab foundations.
“Cleaning up eligible destroyed properties will ensure that these costs are not deducted from funds available under residents’ insurance policies for rebuilding. For the uninsured, it’s one less thing to worry about.”
Clean-up arrangements coordinated by the NSW Government will include:

  • The appointment of contractors in the South and the North to clean-up bush fire impacted properties.
  • Costs for clean-up will be covered by the NSW Government in partnership with the Federal Government.
  • Where insurance companies have commenced clean-up works for safety reasons these will continue.

NSW Treasurer Dominic Perrottet said the NSW Government will work with insurance companies to ensure that any policy holders who have already had clean-up work completed will be at no disadvantage.
“I know people are anxious to have their properties cleared as soon as possible and with more than 2,200 homes destroyed it is a mammoth task, which is why the NSW Government has hit the ground running with the clean-up effort,” Mr Perrottet said.
“Impacted owners wanting their property cleared through this program need to call Service NSW on 13 77 88 to register their details and provide consent for access to their land.”
